Summary of the House Committee Version of the Bill

HCS SCS SB 947 -- COMMUNITY COLLEGES

CO-SPONSORS:  Klindt, Stoll (Farnen)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Education-Higher by a vote of 14 to 0.

This substitute clarifies that public community colleges may
participate in certain aspects of the Missouri Health and
Educational Facilities Authority (MOHEFA), such as direct
deposit.  The substitute also reenacts current law that sets
community college property tax rates and adds new provisions that
permit community college districts to form capital improvement
subdistricts, which may levy taxes with voter approval.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the substitute clarifies that
community colleges may participate in certain aspects of MOHEFA.
The provisions added to the House Committee Substitute give
community college districts the ability to provide additional
facilities upon voter approval, similar to other improvement
districts.  The reenactment of current law on community college
tax rates is to protect against adverse consequences from a
pending lawsuit on the omnibus bill in which the rates were
changed two years ago.

Testifying for the bill were Senator Klindt; and Metropolitan
Community Colleges.

OPPONENTS:  There was no opposition voiced to the committee.
